Evgeniy Szhenov

Scientific Director, Expert-Analytical Centre “Scientific and Educational Policy”, Russia

In 2003, he graduated from the Peoples’ Friendship University of Russia (RUDN) majoring in public administration.

In 2009, Evgeniy obtained the academic status of PhD in sociological sciences. In 2008–2016, he received advanced training at the University of Oxford (UK), the Stanford University (USA) and the Massachusetts Institute of Technology (USA).

In 2006–2011, he chaired the Public Administration Department at the Institute of Further Professional Education and then held the position of RUDN pro-rector.

In 2011–2013, Evgeniy was the head of the Center for Educational Projects at the Russian Presidential Academy of National Economy and Public Administration and Center for Continuous Education of the Institute of Retraining and Advanced Training at the Lomonosov Moscow State University.

In 2013–2016, he was a director at the Competence Center and director at the College of Quality Assurance in Higher Education at NUST MISIS.

Starting from 2017, he has been a leading expert at the HSE Institute of Education and scientific supervisor at the “Scientific and Educational Policy” expert and analytical center.

Since 2011, he has been a permanent advisor to the RF Presidential Executive Office, the RF Government Staff, the RF Ministry of Education and Science, regional leaders, rectors of major Russian universities in the field of education management.

Evgeniy is one of the leading Russian specialists for further professional education (FPE) management.

Arranger of over 20 all-Russian conferences in the area of professional education management with the participation of the Chairman and members of the Russian Government and regional leaders.

In 2006–2018, he deployed an efficient FPE system in more than 200 Russian educational institutions of higher education.

Since 2015, he has been coordinating national and international scientific and educational projects in Eastern Europe.

From 2006 until now, he has arranged over 100 nationwide and international conferences and forums in the sphere of education, science and youth policy management attended by the Chairman, deputies Chairman and members of the Russian Government, leaders of Russian regions, rectors of universities, top managers of state corporations and development institutions, leading scientists. Starting from 2017, he has been annually arranging and moderating events under the key business SPIEF and EEF programs.

In 2011 he created and until 2014 headed Non-Profit Partnership International Association for Continuing Education – the largest Russian public and professional association of executives in the area of continuing education (over 1,000 members).

In 2011–2012, he was extensively involved in public debate over reforming the legislation on education and co-authored several provisions of the Federal Law on Education in the Russian Federation.

Since 2017, he has been developing the “Scientific and Educational Policy” expert and analytical center that is currently the largest informal public association of professional community in the area of education, science and youth policy combining about 50,000 people, including several thousands of heads of universities of various levels.

Since 2021, he has been the Chairman of the Expert Council for Continuing Education at the Committee for Science and Higher Education of the State Duma of the Russian Federation, a member of the Except Council for Youth Policy at the Committee for Youth Policy of the State Duma of the Russian Federation. Member of the Expert Council for Selecting Teaching Bloggers of the RF Ministry of Education. Member of the Organizing Committee of the Moscow International Education Show.

Since 2019, Evgeniy Szhenov has been extensively involved in implementing the projects of Autonomous Non-Profit Organization Russia – Land of Opportunity. Since 2021, he has been a tutor for the TopBLOG project, mediapartner, moderator and participant of many activities under the presidential platform project.
