Digital transformation of universities and entire education systems implies data-driven decision-making at all levels - from educational institutions to ministries and departments. National strategies, as well as the single institution strategies, should be grounded on evidence-based approaches and data analytics. What is the role of open data in reforming higher education and science and what is the role of external data, for example, international university rankings, when designing of national strategies, how data can become a game-changer in development strategy of universities, ministries and departments, and what kind of data universities can and should share with society - we will discuss this at a round table dedicated to the use of data and an evidence-based approach in transforming universities and national systems of education and science. Participants look into the case studies of strategy development at all three levels: national, institutional and local.
